[scenic][i18n] Temporarily add fuchsia.intl dependency to fuchsia_dart
//topaz/sdk:fuchsia_dart currently exposes //sdk/fidl/fuchsia.intl because
fuchsia.intl is a public dependency of //sdk/fidl/fuchsia.ui.views. This CL
temporarily adds fuchsia.intl as a *direct* dependency so that it can be
removed from the fuchsia petal without breaking topaz's API check.
After https://fuchsia-review.googlesource.com/c/fuchsia/+/279768 is submitted,
this topaz CL will be reverted.

Topaz
Topaz augments system functionality by implementing interfaces defined by underlying layers. Topaz contains four major categories of software: modules, agents, shells, and runners.
For example, modules include the dashboard, and runners include the Web, Dart, and Flutter runners.
