Revert "[settings] Add settings package." This reverts commit 6ad59b980460281f26b8f44a99677e8b894322a9. Topaz augments system functionality by implementing interfaces defined by underlying layers. Topaz contains four major categories of software: modules, agents, shells, and runners.
