[products][sdk] Remove target packages from SDK definition.
Packages meant to be part of a target system image for the SDK should go
in the //products/sdk_image.gni definition.
Bug: DX-1034
Test: `fx set x64 --packages topaz/packages/sdk/topaz` and
`fx set x64 --product sdk_image --packages topaz/packages/sdk/topaz`
produce the same system_image.manifest and system_index#monolith.

Topaz augments system functionality by implementing interfaces defined by underlying layers. Topaz contains four major categories of software: modules, agents, shells, and runners.
