[dart_fuchsia_test] Applying filters
DX-1221 #done
Our dart test is not so much a wrapper as a partial reimplementation, and
filtering was not implemented.
Also adds usage/help printing.
Test: fx run-test driver_example_mod_tests
fx run-test driver_example_mod_tests -- --tags foo
fx run-test driver_example_mod_tests -- --name counter
fx run-test driver_example_mod_tests -- --name 'no such test'
fx run-test driver_example_mod_tests -- --help
fx run-test driver_example_mod_tests -- --invalid option
