[story shell] Fix the copresent layout logic in composition_delegate

The layout was doing left-to-right layout of the surfaces, so when
space was constrained newer, more focused surfaces were being omitted.

Fix switches to laying out right to left, so more focused surfaces stay
onscreen.

composition_delegate_tests updated to test for this case.

Test: fx run-host-tests composition_delegate_tests

Topaz

Topaz augments system functionality by implementing interfaces defined by underlying layers. Topaz contains four major categories of software: modules, agents, shells, and runners.

For example, modules include the dashboard, and runners include the Web, Dart, and Flutter runners.
