[PointerEventsListener] Protect against bad event time stamps.

This makes the code better at handling incorrect event time
stamps by clamping incoming event time stamps to the current
frame time. This prevents events with incorrect time stamps
in the future from causing event processing to freeze.

Topaz

Topaz augments system functionality by implementing interfaces defined by underlying layers. Topaz contains four major categories of software: modules, agents, shells, and runners.

For example, modules include the dashboard, and runners include the Web, Dart, and Flutter runners.
