[flutter] add dep on fuchsia_attach rule for tool test: manual The fuchsia_attach snapshot must be generated for the fx flutter-attach command to work. I've placed it as a dependency on the flutter runner so that it is always built if at least one flutter mod is built Change-Id: Ic574c8678f30ad879363fb6cc404560e4854bf15
