[cleanup] remove unused sysui_widgets Removes the unused sysui_widgets package. Moved the time_stringer.dart file into the userpicker_base_shell as it was the only file being used and was only used in that location. Topaz augments system functionality by implementing interfaces defined by underlying layers. Topaz contains four major categories of software: modules, agents, shells, and runners.
