[dart][inspect] Return to library/part Essentially undoes https://fuchsia-review.git.corp.google.com/c/topaz/+/276590 Instead of proliferating internalWhateverFunction names, simply make the files under lib/src/inspect part of the same library. Change the Node constructor to be like Metric and Property. Create a RootNode subclass (for internal use only) because the root node can't be deleted.
