[fidlgen] Add avoid_unused_constructor_parameters
This fixes analyzer warnings if generated code for
empty table TypeName {} which generates a constructor
with no parameters: const TypeName();
The code that generates this is in:
//sdk/fidl/fuchsia.fonts/events.fidl
