[topaz] Expose ViewBound Wireframe Functionality Expose scenic's ability to toggle wireframe debug rendering of view bounds in flutter_runner. This is done by registering a new function on the platform_views channel with the PlatformView. Testing - New unit test added to platform_view_unittest.cc to make sure that a PlatformMessage sent on the platform_views channel is correctly handled and its JSON data correctly parsed.
