[fidl] Canonicalize xunions to unions. This CL: 1. removes usages of types.XUnion from fidlgen_dart 2. removes usages of static union templates from json.fidlmerge the equivalent changes to 1 and 2 in the rest of fidlgen and in fostr.fidlmerge respectively can be found in https://fuchsia-review.googlesource.com/c/fuchsia/+/365937/. This is step 2 out of 5 of removing the existence of xunions across fidlc and fidlgen, and must wait for step 1 (linked above) to roll before being landed Bug: 45702 Change-Id: Id69ee8e27eeddf6430e733dd812e919be4de9854
