[inspect][validator] Byte Data fixes

Add a test for Bytes type properties, which was somehow forgotten.

Also, fix a bug in Inspect library, where the offset of a ByteData view
was not being used (so it would copy from the start of the ByteData's
buffer instead of the start of its view window).

Test: README.md (fx run-test inspect_validator_test_dart)

Topaz

Topaz augments system functionality by implementing interfaces defined by underlying layers. Topaz contains four major categories of software: modules, agents, shells, and runners.

For example, modules include the dashboard, and runners include the Web, Dart, and Flutter runners.
