[cleanup] remove story_shell_labs
Removes story_shell_labs and related dependencies:
- public/dart/story_shell_labs
- shell/story_shell_labs

Topaz augments system functionality by implementing interfaces defined by underlying layers. Topaz contains four major categories of software: modules, agents, shells, and runners.
