[inspect_deprecated] Use explicitly deprecated inspect.

To avoid naming issues with the new inspect SDK creation, we are
explicitly deprecating the old garnet inspect library. Some clients who
depend on lazy values will still need to use this library for the time
being until dynamic VMO nodes are supported.

This change switches to the explicitly deprecated library path.

Topaz

Topaz augments system functionality by implementing interfaces defined by underlying layers. Topaz contains four major categories of software: modules, agents, shells, and runners.

For example, modules include the dashboard, and runners include the Web, Dart, and Flutter runners.
