[debug symbols] Move symbol-related tools back to tools.git

This moves dump_breakpad_symbols and upload_debug_symbols back to
tools.git from infra/infra, with the sole modification of removing LUCI
auth logic, which should now work automagically.

tools

This repo contains tools used in Fuchsia build and development.

Go packages from here are automatically built and uploaded to CIPD and Google Storage by bots using the tools recipe.
