[botanist] Fix image bugs The change fixes two bugs: (1) We were entering the netboot codepath if the fvm flag wasn't specified; rather we should enter this iff the fvm path is empty. (2) We were checking whether the storage-full image was non-nil and not further checking whether the path was non-empty. Change-Id: I851484957ddd5e19d5de6debfd68cff5d583bf03
