[runner] Print command being run

In e.g. https://chromium-swarm.appspot.com/task?id=46cdece37b858210
something is hanging, but I have no idea what. It would be nice to see
the command that's trying to run.

tools

This repo contains tools used in Fuchsia build and development.

Go packages from here are automatically built and uploaded to CIPD and Google Storage by bots using the tools recipe.
