Fix gl_FragData[u_index] test in OpenGL ES 3.x context

The test is valid if GL_EXT_draw_buffers or GL_NV_draw_buffers
is supported

Affects:
dEQP-GLES3.functional.shaders.fragdata.draw_buffers

dEQP README

This repository contains a GPU testing suite called dEQP (drawElements Quality Program). dEQP contains tests for several graphics APIs, including OpenGL ES, EGL, and Vulkan.
