Drop linear filter requirement from YCbCr tests

Remove requirement for YCbCr base formats to support
VK_FORMAT_FEATURE_SAMPLED_IMAGE_YCBCR_CONVERSION_LINEAR_FILTER_BIT from
format_properties tests.

The standard does not require support for this feature
from any YCbCr format.

dEQP README

This repository contains a GPU testing suite called dEQP (drawElements Quality Program). dEQP contains tests for several graphics APIs, including OpenGL ES, EGL, and Vulkan.
