Fixes YCbCr create flag requirements for image format properties tests

YCbCr formats are not required to support
VK_IMAGE_CREATE_CUBE_COMPATIBLE_BIT.

dEQP README

This repository contains a GPU testing suite called dEQP (drawElements Quality Program). dEQP contains tests for several graphics APIs, including OpenGL ES, EGL, and Vulkan.
