vboot: mark VBSD_HONOR_VIRT_DEV_SWITCH as deprecated
As part of chromium:942901, physical dev switch functionality
is being deprecated.
After coreboot CL:1541323 is merged, VBSD_HONOR_VIRT_DEV_SWITCH
will no longer be used, and can be renamed.
