[sbase] Suppress -Wunused-but-set-global
fflag in ls.c and mflag in uudecode.c trigger Clang's
-Wunused-but-set-global following its removal from default_warnings.
Add //build/config:Wno-unused-but-set-global to sbase_config so these
compile cleanly under -Werror.
