vulkan-198: Revert noautovalidity changes for function arguments. Adding "noautovalidity" to existing Vulkan API functions will break the vulkan cereal protocol compatibility between host and guest so Fuchsia won't be able to roll goldfish or AEMU. We'll have to revert all "noautovalidity" changes for functions in vk.xml. Change-Id: Ic28378b099f86e5ab363ab10187b1d15f9152fee
