[fuchsia] Internalize io symbols Stubs are provided for the functionality that's referenced but not used. This allows us to remove the symbols from the allowlist, to ensure we don't depend on libfdio. Change-Id: I68ae74925645279e7f4873283e23bd96359a5db4
