[openmp] [test] Skip kernel-breaking tests on NetBSD

The omp_taskloop_num_tasks and omp_taskwait have deadlooped
on the NetBSD buildbot previously, practically hanging the host running
it.  Disable them until we can find a good solution, or make the kernel
less fragile.
