[clangd] Bump vscode-clangd v0.0.12.

CHANGELOG:
- add an explicit command to activate the extension.
- support .cu files (the extension is not activated for .cu files by default,
  you need to manually activate the extension).

The LLVM Compiler Infrastructure

This directory and its subdirectories contain source code for LLVM, a toolkit for the construction of highly optimized compilers, optimizers, and runtime environments.
