Do not force lazy lock on Windows. This reverts 13473c7c66a81a4dc1cf11a97e9c8b1dbb785b64, which was intended to work around bootstrapping issues when linking statically. However, this actually causes problems in various other configurations, so this reversion may force a future fix for the underlying problem, if it still exists.
