[imgtec-pvr-rgx-km] Convert ints to unsigned ints

UBSan was complaining of left shifts of 31 on signed integers. Convert
all instances of a constant shifted by 31 to be unsigned instead.

For consistency, it probably would be better to just make each of these
macros unsigned ints, but there seems to be too many of them to do
manually.
