Start implementing sysconfig.cc Initialize the device with most of the mt8167s information. Also add a hack to allow returning the virtual address of the registers to other code. The code expects OSMapPhysToLin to be able to execute with no context, which isn't a good idea on Fuchsia. Change-Id: I9e6035549145dd9fcd20f2af53f87fa36e63ed8f
