Implement installing LISR (low-level interrupt-service routine) This is just implemented as a thread that waits for the platform interrupt. It's no lower-level than the MISR (mid-level interrupt service routine) on Fuchsia (it can still block), but that shouldn't really matter. Change-Id: I16d5018d5647a7adedf8990928b88bde4a07bfe5
