Revert "Cherry pick two patches from trunk for M39 branch"

This reverts commit 3392b6b1e150c7ed19f9fd9db7b03071541c7e8f
(removes the patch for http://crbug.com/432209 : not approved for M39
branch) and adds patches/regex.patch (the missing patch file added later
to record what's changed for http://crbug.com/422824 the patch for which
is approved for M39)

With this change, M39 branch will have the following CLs merged
since the branch was cut.
