Adds back ulayout and add tz res files.
1. copy_data.sh is modified to copy 3 timezone resource files
tzres for a separate tz update on fucshia.
2. Adds ulayout back for Blink to use in layout (vertical orientation,
Indic layout properties, etc).
Increase 13K on all data file except iOS.
