xDS interop: resume circuit_breaking test (#32038) (#32055) This is a test running on legacy (GCE) framework. It was disabled in https://github.com/grpc/grpc/pull/27355, however it has never been ported to the new framework. Unless there were reasons I'm not aware of, disabling it is a mistake. gRPC is a modern, open source, high-performance remote procedure call (RPC) framework that can run anywhere. gRPC enables client and server applications to communicate transparently, and simplifies the building of connected systems.
To maximize usability, gRPC supports the standard method for adding dependencies to a user‘s chosen language (if there is one). In most languages, the gRPC runtime comes as a package available in a user’s language package manager.
