[fidl] Regen Go bindings

Mechanical change by running
  fx exec $FUCHSIA_DIR/third_party/go/regen-fidl

which includes type assertions added for
- enums (If0a047a4db804a183e984676217b31e17b4af0ea)
- bits (I514d6aae98540787eb6c80bcb83826a437ed16a0)

This change also updates the regen script to use fx to
find build artifacts, based off of
I8324937922eed5c2783f32c0cbe07e0c87921436.

The previous zircon path no longer works after
I58c4b59d8caf270c375c80d721cdf9a7772ce203.
