[makefuchsia] fix --no-clean flag to make.bash The usage of exec was incorrect here, and the --no-clean flag was ineffective, significantly increasing the build time for the toolchain. We can generally rely on no-clean because we're coming from a well-known prebuild toolchain that we build and distribute. An incremental update of the toolchain for the Fuchsia patches is shorter than a full rebuild. Change-Id: I14b7cf58ba7b42582727af8fca78d12f44aa6714
