[fidl] Update union tests for v1 Test cases which have a different expected outcome in v1 vs in the old wire format are updated to pass when the v1 flag is turned on, and to be skipped otherwise. Test: fx run-test go_fidl_tests (with fidl_write_v1_wireformat set to true in wireformat.gni) Change-Id: I6b2654c1b10f24d9eb0dab52cdd48760128b2697
