[fidl][gidl] First Go conformance test generated by GIDL Mostly mechanical fx full-build && ./tools/fidl/gidl-conformance-suite/regen.sh And moving the utilities pieces into testutil_test.go. Change-Id: I95e12247a124670183c01ed8fbfaeefbcc44542f
