[go][syscalls] Regenerate syscalls zx_ticks_t was redefined from uint64_t to int64_t. Regenerate the go syscall bindings as a result. Note; it looks like things were a bit out of date here. More than just the ticks definition needed to be update. Change-Id: I27b2386746f2f3681f191424cc4531ec052ee485
