[fidl][go] Support empty structs as optionals. The Go FIDL encoder didn't support an optional empty struct in a containing struct, which this CL fixes. This CL also re-generates the GIDL Go conformance tests. Change-Id: I7be2f659b20277c655a19d0327546842d169e93d
