[zx][dispatch] Retain wait ID on WaitAgain

This change retains the existing WaitID for a wait when WaitAgain is
returned by the callback. Previously, the dispatcher would generate a
new ID, but would fail to report this back to the user, so the user
would have no way to cancel the wait.

This way, the user can continue to use the same WaitID to refer to the
wait, though if the Wait is currently being handled a call to CancelWait
will fail with ErrUnavailable, which is distinct from the typical
ErrNotFound. ErrUnavailable indicates to the user that the resource
(WaitID) exists, but cannot currently be cancelled (in this case,
because it's being handled and not registered with the port).

Binary Distribution Notes

If you have just untarred a binary Go distribution, you need to set the environment variable $GOROOT to the full path of the go directory (the one containing this file). You can omit the variable if you unpack it into /usr/local/go, or if you rebuild from sources by running all.bash (see doc/install-source.html). You should also add the Go binary directory $GOROOT/bin to your shell's path.

For example, if you extracted the tar file into $HOME/go, you might put the following in your .profile:

export GOROOT=$HOME/go
export PATH=$PATH:$GOROOT/bin
