[fidl][go] Disallow creating marshaler for nullable table fields Nullable tables are illegal in the FIDL compiler and can't be code generated, but they can currently be created directly as Go objects. FIDL-491 #done Change-Id: Ibee249f93c75709a6e62e751069d083bc0441a5f
