[go] Only set test.v on Fuchsia Host tests are failing in the os package because they spawn a "helper" process that also runs via `go test`. The output of these processes is meaningful, and therefore having test.v set breaks the output. This is only affecting some pipe tests that we do not run on Fuchsia, so it should be fine to leave this on for the time being on target builds. Change-Id: Ic8c73c5c366ce896fa7b69145a2b7163935223eb
