[go] Backport libfuzzer instrumentation This CL backports these two upstream CLs: https://golang.org/cl/202117 (PS6) https://golang.org/cl/203887 (PS4) This manually resolves conflicts for patching against Go 1.12. It also adds a "+build libfuzzer" rule to runtime/libfuzzer.go, to avoid linker errors. Bug: 39921 Change-Id: I8348a2bdcbd7aae17f4ebe4e0fb2784027b041ca
