[fidl] Fix race condition in Binding.Init - There was a possible race condition in Binding.Init. Fixed by holding the state mutex a little bit longer. - Added "closed" state to Binding as well, to make the code flow a bit more explicit for future readers. Bug: 37095 Bug: 37253 Test: Ran offending test `fx run-test netemul_sandbox_test -t netstack_socks_test` ~ 27k times on QEMU x86. Added test to prevent regressions in bindingstest.
