[Fuchsia] Update manifests to prepare for replace_as_executable Bug: SEC-317 Pre-flight change prior to enabling the ambient-replace-as-executable job policy. Currently applying to all components as that is the conservative approach to avoid any breakage from occurring when we actually enable the job policy.
