[fidl] Strict xunion encoding & decoding for Go. For a proper soft transition, this CL should land _before_ <https://fuchsia-review.googlesource.com/c/fuchsia/+/300857>. However, reviewing that CL first may help with context, since that CL 1. changes the struct tags for strict xunions, and 2. updates the Go-generated FIDL bindings to have the UnknownData field for xunions This CL relies on both those changes for correct behavior with strict xunions.
