tests: Run RSA-4096 tests only if SWTPM_TEST_EXPENSIVE is set and not 0

To avoid timeouts on slow build servers (such as when running in QEMU),
run RSA-4096 tests only if SWTPM_TEST_EXPENSIVE is set and it is not 0.
