swtpm-localca: Re-implement variable resolution for swtpm-localca.conf swtpm_localca v0.5 supported resolution of environment variables for the swtpm-localca.conf configuration file. This functionality was lost during the port to 'C' in v0.6. This patch now re-implements it.
