Rollup merge of #125409 - tbu-:pr_raw_dylib_only_windows, r=lcnr
Rename `FrameworkOnlyWindows` to `RawDylibOnlyWindows`
Frameworks are Apple-specific, no idea why it had "framework" in the name before.
